Approved For Release 2001/03/04: CIA-IDP80B01439R00P60Q4002- MEMORANDUM FOR: Deputy Director for Intelligence SUBJECT: Suspected Delivery of Komars to North Vietnam 1. The possibility that the USSR had delivered two Komar- class guided missile boats (PTG) to North Vietnam on the VOLCHAdSK On Saturday afternoon, 18 on 27 December been closed out. January, DIA held a telephone conversation with CINCPAC on this. A readout of the Navy photography taken after the VOLCHANSK had left Haiphong, CINCPAC reported, clearly showed the twoIcomars on a normal delivery run to Vladivostok. We still lack firm evidence of delivery of munitions to north Vietnam by see. 25X1A9a EDWARD L. Navy field photo readout states that the Volchansk had two large crates which may have been containers for Komar-class guided missile patrol boats on the foredeck. The crates probably were delivered to Vladivostok early in January. We have not had the opportunity to confirm the preliminary field analysis of possible Komar crates. Osa-class and Komar-class boats are built in Vladivostok, If the Volchansk did in fact deliver two Komars, they may well be destined for export after fitting out. The Volchansk had two Komar crates aboard when it left the Baltic in November. We do not believe the crates were off-dloaded during the short period the Volchansk was off Haiphong.
