The MC 161 reference is to a basic US submission to the annual NATO intelligence assessment which was up for final approval by USIB and JCS at the end of the first week in January and presumably went to the other NATO Members soon thereafter. You deserve a more considered discussion of this subject than I can give you under these circumstances. I think it is fair to say, however, that the report is substantially correct in stating that there has apparently been some additional SS-11 deployment. This, incidentally, was reflected in our MC 161 contribution, which noted that some short-range Scaleboard missiles as well as some SS-11 ICBMs were probably being deployed to supplement the MRBM/IRBM force.
