Here is the answer we would propose in the event
questions are raised concerning the Beecher article.
The MC 161 reference is to a basic US submission to
the annual NATO intelligence assessment which was up
for final approval by USIB and JCS at the end of the
first week in January and presumably went to the other
NATO Members soon thereafter. Unfortunately, it did
not go into any more detail on the SS-11.
As you probably recall, these SS-11 deployment

Proposed statement by Ambassador Smith to the NAC
if Queried on the Beecher Article
I don't want to get into a detailed discussion
of a newspaper treatment of classified matter,
especially since the subject is under continuing study
and not all the returns are in yet. You deserve a
more considered discussion of this subject than I can
give you under these circumstances.
I think it is fair to say, however, that the
report is substantially correct in stating that there
has apparently been some additional SS-11 deployment.
This, incidentally, was reflected in our MC 161
contribution, which noted that some short-range
Scaleboard missiles as well as some SS-11 ICBMs were
probably being deployed to supplement the MRBM/IRBM
force. It is still not clear to what extent the
deployment referred to is designed to offset the slow
decline in the number of MRBMs which has probably beggn
to take place.
