My attached memo of conversation (7 January 1970) states that Mr. Thomas Fina, Staff Assistant for ACDA's General Advisory Committee (Mc Cloy group -- GAC), informs me: a. That you and other Washington principals will shortly be receiving from Mr. John McCloy a Special Handling account of a GAC meeting with The President, 16 December 1969, on which occasion The President asked the GAC to prepare views for him on various SALT items re US allies, MIRV-ABM, and China-ABM. b. That the GAC decided, on 5 January, to work up its responses (for NSC attention) by 2 March. c. That the GAC may accordingly be re- questing DCI presence and views -- along with those of other Washington principals -- concerning the above three question areas. (For possible dates in the period 17 January to 19 February, see Attachment a to my memo.) Also, Fina asks if CIA would OK my lending him some part-time, informal assistance, during January- February, in helping to staff out the GAC responses in the China question area. He is also asking two other (State) officers to assist him similarly re the MIRV-ABM and US allies question areas. Fina, incidentally, is the ACDA officer who requested my participation in the recent (25 November 1969) GAC discussion of Chinese advanced weapons. 3. Subject to your views, I would be prepared to lend GAC such requested temporary assistance.
