Approved For ReleqW 2005/01 29 August 1973 MEMORANDUM FOR THE RECORD SUBJECT: Meeting with Director, ACDA, 24 August 1973 1. On 24 August Mr. Colby hosted a meeting to brief Frederick Ikle, Director of the Arms Control and Disarmament Agency.. 2. Participants at the meeting were: ACDA r. Colby Frederick Ikle Dr. Steininger Owen Zurhellen Mr. Walsh Amron Katz Admiral Thomas Davies Richard Durham 3. The meeting was a general briefing for Dr. Ikle and his staff on the organization of the intelligence community and the role of the CIA. Following the briefing, there was a general discussion of the types of intelligence support provided by CIA to ACDA. Much. of the discussion focused on the complications attendant to problems of verifying and monitoring compliance with any MBFR agreement. The use of Sensors was suggested as one of the possible means of monitoring an agreement. Dr. Steininger agreed to look into this question from the point of view of determining if existing Sensor devices could be used for such purposes or what was being done in this field in the way of re- search and development. ?L Y8~J 01495R00W0030018-2 4. There was also some discussion of the need for the United States Government to organize to monitor its own compliance with the SALT agreement. Dr. Steininger agreed to make available to Director Ikle an informal statement of opinions on the problem of US self-monitoring and the Soviet view of US activities. 25X1 PAUL V.
