COINS:
A. COINS only part of Community information "system" to be
managed by DCI (so said DCI).
does not have to include capability to interrogate
other agencies' files remotely on line.
originally CIA was to fund and run store and
switch but no money; DIA picked it up.
which comes first--requirement or capability?
COINS--single need generates single file.
B. Conclusion of IP Board is politics of situation requires
us to participate.
C. Three options:
DoD go it alone.
Single central computer in DIA or NSA.
Single central computer in CIA.
Present COINS system--active involvement.
NPIC:
A. If CIA participates in COINS (Options 2 or 3 above), must have
dedicated computer.
B. Leadership by DCI? -- I noted for Option 2 with computer
in CIA. Technically, 5 years to early; politically, 5 years.
