This memorandum is in response to your request that the
Intelligence Directorate consider assuming the responsibility
for managing the Agency's COINS program. The function transcends
any single Directorate and would function with better balance
in a centralized location. In any event the Intelligence
Directorate no longer has the resources to carry on this activity
and would have to be given a position for this purpose. Thus,
as no saving would be effected, it should remain where it will
function best--In the GDCI.
