Dear Mr. Helms:
In the next few weeks, the Committee will be
discussing the Soviet strategic threat in various
classified Executive Sessions. To supplement the
testimony you have given the Committee, I would
appreciate answers to the following questions:
1. What was the rate of deployment of new SS-9
complexes in 1966, 1967, 1968, 1969 and the first half
of 1970? In connection with your reply to this question,
can you supply the Committee with deployment curves
illustrating your answer?
2. How many starts have there been on individual
SS-9 silos since April 1970? Since August 1969? How
many starts have there been on new SS-9 complexes since
April 1970? Since August 1969? How many completions
have there been of individual SS-9 silos and of SS-9
complexes since August 1969? When was construction,
first identified on the SS-9 silos completed since
August 1969?
3. How many starts on individual SS-11 and SS-13
silos have there been since April 1970? Since August
1969? How many starts on new SS-11 and SS-13 silos
have there been since April 1970? Since August 1969?
How many completions of individual SS-l1 and SS-13
silos have there been since April 1970? Since August
1969?
k. Are there any indications that the Soviets
slowed down the deployment of SS-91s in connection
with the SALT, talks?
