SUBJECT Material for Joint Economic Committee
You will recall that when you, and I briefed
Ron Tammen and Richard Kaufmann they asked us if it would be
possible to provide fairly detailed, yet unclassified, infor-
mation on Soviet military forces. We said at the time this
would be difficult, but that we would look into it. I believe
Richard Kaufmann called you last week to remind you of this.
as taken another look at this situation and
last night he and I discussed it with Mr. Proctor. There is
no way in which we can provide the detail Kaufmann and Tammen
are seeking on an unclassified basis. As you know, we have
provided the Committee with an unclassified paper on the
Soviet defense budget, but to go into force postures at an
unclassified level would be an unacceptable risk involving
not only sources and methods but the state of the analytical
art as, well. Therefore, we would appreciate it if you would
tell Mr. Kaufmann there is nothing'further we can do.
Both Kaufmann and Tammen have been discussing a possible
appearance by the Director before the Committee in April. We
strongly suspect this is not Senator Proxmire's initiative,
but that of his staff. In view of the Director's very heavy
commitments this spring, we would urge that you or George
approach the Senator directly and plead that any heatings
be put off at least until fall. You should know that pre-
parations required for one of these JEC'briefings takes
several months.

I think Kaufmann and Tammen are really trying to get the
Agency to take a position, different from that Schlesinger
has taken in his Soviet posture statements. For your back-
ground--and you may pass it along if you wish--we are not
at variance with the Defense Department on Soviet military
posture.
