Your letter of March 1, .1973, has been referred
to me for response.
I have checked with a number of our offices
here to see if the Agency could be responsive to your
questions. I find that unfortunately we cannot,
inasmuch as the subject matter of your particular
interest is classified. If your interest were on other
unclassified -- questions, an Agency officer would be
pleased to chat with you during your visit to
Washington; in the particular case, however, there is
nothing that he/she could discuss with you concerning
implementation of the intelligence community's re-
organization.
I'm sorry that we cannot be more forthcoming.

I am a graduate student pursuing a Ph.D. in the De-
partment of Political Science at Vanderbilt University. For.
the current semester, my research is focusing on intelligence
as an input to foreign and defense policy formulation. I am
attempting to understand the organization of the intelligence
community as a result of the reforms announced in November, 1971.
More specifically, I seek answers to the following questions:
1. Have the reforms resulted in a more authoritative
position for the Director of Central Intelligence
from which he can effectively review, coordinate
and evaluate programs and activities of other in-
telligence agencies in the context of the national
intelligence effort?
2. How active has the Intelligence Resources Advisory
Committee been in the formulation of the budgets of
other intelligence agencies specifically and, more
generally, in the formulation of a consolidated in-
telligence budget?
3. Has the reorganized United States Intelligence Board
been more active in-setting priorities, requirements,
methods or sources of other intelligence agencies?
4. By what mechanism is information generated by other
intelligence agencies forwarded to policy formulators,
Specifically, what is their relation to the "Net
Assessment Group" and the Intelligence Committee of
the National Security Council?
5. What is the current status of the proposed National
Cryptologic Command and its position in the intelli-
gence community?

I will be in Washington during the period 26-30 March
and would greatly appreciate an opportunity to discuss these
questions with the most authoritative persons possible. Al-
though I currently hold a top secret security clearance, I
would be interested only in unclassified material. Informa-
tion obtained will be used in a research seminar presentation
and may be used in a published document at some later date.
Please advise me at your earliest convenience of any
assistance you can give so that arrangements for the period
can be finalized. Thank you very much for your consideration
in this matter.
