I Iconvened the meeting by introducing himself as the Coordinator tor Academic Relations, stating that the CAR is the DD/I's principal advisor on academic relations and is charged with the development and active coordination of the Directorate's overall relations with the academic community., He stated that Mr. Proctor is very much interested in improving relations between the Agency and the appropriate elements of the academic community, and hoped that each component would take a special interest in the academic relations functions. 2. then directed attention to his memorandum to each Component irec or, Subject: Academic Relations, dated 3 December 1974. He referred to TAB A (Academic Relations Officers) of this memorandum, stating that since it had been distributed he had received an updated listing of Academic Relations Officers for each Component. This listing was modified as set forth in TAB A attached. 3. Th was brief discussion of the Agenda items contained in memorandum as mentioned above. Re Item 2.a., revision of DDI Notices, requested that each ARO carefully review the materials set forth in TABs A through G and suggest ways to improve these policies in any way. He also suggested that each ARO take the initiative to keep his Director aware both of the administrative policies involved in academic relations and of the individuals who participate in various academic and professional events. 4. Re Item 2.b. I Istated that he had received a copy of the listing of consultants and contract personnel (both sensitive and non-sensitive) compiled by the DDI Management Staff at the request of Mr. Colby. I Istated that he would circulate the total list throughout the Directorate, so that the several offices could make use of it when seeking outside advice. OCI, questioned if this listing should include cuntacts are not mentioned on the listing alread compiled and who;- would be consulted on an irregular bas' suggested that such contacts also be included. OER, handed tol a listing of OER's Consultants and Independent Contractors to serve as OER's input for the record. 5. Re Item 2.c., Black Faculties Visitation Day. This subject remained open for comments by the members as desired. stated that both the DDT and Mr. Colby had interviewed faculties of predominantly Black Colleges and Universities in April 1974, with the idea of getting these people interested in the Agency so that they could encourage students to prepare for employment with the CIA. He stated that a major problem revealed by the April visits was that the particular colleges could not provide the students adequate pre aration, and the faculties found this to be quite frustratin IOSR, commented that it might be profitable to ask of OSR for advice about how to proceed, since he engages in a good deal of minority recruitment activity. The members exchanged informal views, and it was decided that each member would consider this subject and submit their general informal comments to by 11 January 1975. 6. There was brief discussion of Items 2..d. and 2.e. a. Re Item 2.d. I Istated that over the years the CAR seminars with outside scholars have proven very successful. They have provided the Agency participants and the academicians an opportunity to exchange views on substantive matters relating to the world political scene in general, but especially on Soviet and Chinese subjects. tated that Mr. Colby is very much interests in a use of multidisciplinary treatment in our intelligence reporting, and that as CAR, he hopes to focus CAR- sponsored seminars on multidisciplinary subjects rather than the more conventional national security issues. I suggested that individual office seminars with academicians be initiated by OPR, OER, OCI and perhaps OBGI and OSR. Such seminars should serve specific substantive needs of the sponsoring offices, but analysts from other offices should be invited in order to take account of additional analytical perspectives. The financing of these seminars would fall within individual office budgets. Each ARO was urged to check into the academic relations program within his respective com- ponent and, by February 1975, to develop a program of at least two seminars so that four to six such events can take place in the Directorate in Calendar Year 1975. 7. As a matter of information, stated that as an exploratory concept, he had sent a survey to a few chosen scholars soliciting their views and comments about the creation of a CIA- sponsored. reference library and reading room in the Washington, D.C. area. He has asked how they might use such a facility, what they would want in it, and what advantages they might find in it over other facilities. He concluded by stating that a majority of the responses received so far have been favorable. 8. Following discussion of the agenda items outlined in STAT memorandum of 3 December 1974, the Academic Relations Officers were provided an opportunity to give a brief biographic STAT sketch of themselves. felt that this would be a useful way to enhance the working relationship among the AROs. These were dictated as outlined in TAB_B attached. STAT 9. In conclusion, tated that he will arrange for another Academic Relations Officers Committee Meeting by the end of January 1975. Each ARO will be provided a copy of the Minutes for review and the agenda to be discussed before the next scheduled Academic Relations Committee Meeting. . HAVE A HAPPY HOLIDAY!
