Approved For Re~er~~5~/(~~/,?I~L~I~~~>~~O~~Q002D0030016-3 WASH1NG70N, D.C. 20505 ~-~ 5 September 1974 Processor Gerard F. Rutan Department Chairman Associate Professor Department of Political Science Western Washington State College Bellingham, Washington 98225 Dear Professor Rutan, Mr. Colby referred your letter of 22 July to me fora response. I am sorry to be so tardy in replying, but I have been travelling anal I have also wanted to give your request a thorough check within the Agency. Unfortunately, at the moment there is no program at CIA which parallels the State Department's Scholar-Diplomat Seminar. Nonetheless, your request coincides with a general concern of ours that too little is understood about intelligence and its role in our society. As a conse- quence of our concern, we have begun to experiment with a few ideas about ways to share information about the intelligence function of the government. If these work out, I am certain you will be interested. There might even be a future opportunity for study along the lines you. suggested. For now, however, we must put you off. I am sure that you can appreciate our ambivalence about "going public" even to a limited degree, .after so many years of silence. Let me promise to keep your letter on file against the day when an opportunity for you to study intelligence may present itself. In the meantime, if it would be useful as part of one of your courses we might be able to send you a guest. speaker from CIA. Thank you for your interest.
