SUBJECT CIA Seminar on the Arab Oil Producers
The seminar on Arab oil producers held at STAT
I Ion November 25-26 went quite well. The
seventeen o ficers who participated brought a wide range
of expertise to this complicated problem and each, I believe,
left with some new ideas and perspectives. The informal
atmosphere of 0 plus the opportunity to focus on a
single problem free from the distractions common to headquarters, STAT
contributed greatly to the seminar's success.
This was the first seminar organized
problem rather than a single country. There were no organizational
or substantive problems that would preclude a similar
approach in the future. I recommend that the "problem"
approach be considered in the future. The fullness of the
agenda and currency of the topic resulted in lively discussions
that continued long after the formal sessions ended.
The first session focused on economic matters. The
expert contributions of from OER STAT
laid the foundation for arE su sequen iscussions. The
participation of DDO officers throughout the seminar proved
invaluable. Althou h no current area chief of station could
attend, both from DDO had served
Each participant valued the opportunity to meet their
counterparts from other agency offices and profited from the
exchange of ideas. All, I think, would join me in recommending
that more of these seminars be held.

SUBJECT: CIA Country Seminar on the Arab Oil Producers
1. As you know, the seminar on the Arab oil producers and the
politics of oil is to be held on 25-26 November at
I hope you will be able to participate.
2. I am attaching the agenda worked up by of OCI
in consultation with others who will attend (Attachment A). Reser-
vations for your accommodation for the evening of 25 November have
been made at (Attachment B). I suggest you arrive
at l between 1200 and 1230 on 25 November in order to have
lunch before your first session. Meals have been arranged at the
dining hall at Site A.
3. For your information, I am enclosing a list of participants
(Attachment C). You may wish to contact some of the others concern-
ing car pool arrangements.
