(S/NFD) A request has been made to the Chairman, Joiuut Atomic Energy Intelligence Committee (Enclosure (1)) to establish definitive collection requirements for Nuclear Intelligence (NUCINT). In addition, I have requested that the Fleet requirements be defined and prioritized. It is clear that the Navy must strike a balance between the collection requirements, the collection capabilities, the analysis resources, and the collection costs before determining the future direction of the Navy NUCINT program. 2. (S/NFD) A collection plan for Navy NUCINT will be prepared after the requirements have been clearly defined. This plan will reflect the Naval Intelligence position and direction for the next five-year period. To assist in gaining service approval for this plan, I request that the requirements formulated by the JAEIC be submitted to the United States Intelligence Board (USIB) for validation. It is further requested that any action regarding the designation of the Navy as the responsible maritime NUCINT organization (reference (a) and (b)) be held in abeyance pending the completion of the Navy program plan and the USIB requirements validation for NUCINT. 3. (S/NFD) The Navy Nuclear Intelligence (NUCINT) program received a thorough review by your committee earlier this year (reference (a) .refers). In establishing a program that properly balances the cost of collection with the desired results, I find that definitive requirements have not been established for Nuclear Intelligence. 2. (S/NFD) Because of your charter to establish these requirements and your past familiarity with the Navy program, I request that you develop prioritized definitive national requirements for the collection of NUCINT data.
