1. Mr. Colby has asked me to reply to your memorandum of 7 March.
I share your desire to stay in close contact regarding the appropriate
CIA representation when the NMCC and the NMIC are collocated in October
1976. As you may know, the Agency already has a staff of watch officers
at the NMCC, and last fall we augmented that representation by the tem-
porary '-;Innmpnt of an xperienced analyst from the CIA Operations
Center, Ito determine what other equities we may have
in this con ex .
2. It is somewhat early to commit ourselves on the staffing we
would propose when this collocation becomes a reality. My initial
judgment, however, is that one CIA unit, perhaps augmented somewhat,
could jointly serve our interests with respect to both the NMCC and the
NMIC.
3. To examine these and related questions, I plan to return
to the staff of Rear Admiral Coughlin in June after he completes
the current session of the Armed Forces Staff College. Given STAT
familiarity with the O/JCS/NMCC environment, I.believe he would be the
most appropriate contact point for STAT
