(C) Thanks for the copy of the CIA study on DIA military
biographic operations and your discrete handling. The
efforts of the CIA in conducting this study are sincerely
appreciated and its findings are really not surprising.
We know we have problems and have been searching for the
correct solutions for several months.
(C) We are using the facts and conclusions of the study
in a review of the DoD Biographic Program now underway
and which we hope to complete next month. Until it has
been completed, including specific definition of biographic
needs and resources, we cannot respond meaningfully to
the recommendations in the study.
(U) As soon as our review effort is complete, we will be
back to you with a thorough discussion of the study's
findings and recommendations, as well as remarks on any
appropriate future interaction between our Agencies.
