Dear Paul,
(C) Your 8 October 1974 letter regarding the study of the
DIA biographic program points out correctly that the CIA/NSA
arrangement is one alternative I am most interested in looking
at. Whether we will choose a similar arrangement will depend
upon the costs and the services that-are provided. In any
case, we. will need to examine all rational alternatives. I
would hope that your survey recommendations won't be limited
to the CIA/NSA arrangement if other alternatives are considered
feasible.
(C) It is true that military intelligence biographic billets
have been reviewed during the past year in planning exercises
concerning future manpower reductions. The elimination of all
these billets, however, is not currently part of our planned
strength adjustments in FY 75-80. As I see it, we will need
some biographic people who at least are adept at tapping a
joint system.
(U) I am looking forward to the results of our survey. Your
analysis of the facts uncovered during the survey and the
conclusions and alternatives that you draw from them should be
very useful for our resource planning in the biogyp\.ic field.

Dear Danny:
You will recall that last August Vince de Poix wrote a
letter to Bill Colby asking for our participation in a study of
the DIA biographic program. As I understood them, one of
Vince's major objectives in having us participate in the study
was to determine the feasibility of moving the military bio-
graphic responsibility to CIA along the lines of the arrangements
we have with NSA.
Under the CIA/NSA arrangement, NSA provides man-
power equal to the direct costs of the CRS service to NSA. Our
agreement to participate in the DIA/ CIA study of the military
biographic responsibility assumed the same kind of arrange-
ment.
Our participation in the stud is quite expensive, in-
volving currently the efforts of our most experienced
biographic analysts. Their work is being done against a stream
of reports that DIA plans to eliminate all of its biographic slots
by July 1976. If these reports are true, then the large amount
of effort we are putting into the study seems to be unnecessary.
I realize that these reports may be garbled, but they seem
persistent and widespread enough not to be dismissed out of hand.
I think we could clear the air if you could confirm that one -of the
purposes of the study is to determine the manpower requirements
needed to effect a CIA/DIA arrangement similar to the one we
now have with NSA.
