In response to your letter of 22 Se tember, we have reworked
General Graham's briefing I land have, I believe,
incorporated all the basic changes you recommended. In
order to tighten and shorten the overall presentation, we
have also deleted some segments including the discussion of
Soviet SLBM activities. In addition, General Graham and
I have reworked the introduction to insure consistency with
Admiral de Poix' presentation last year. A copy of the final
revised version, including viewgraphs, is attached.
As Ed Proctor already has been informed and agreed, we are
also including the briefing boards used in presentations
before Congress in July which reveal Soviet activities in
Somalia. A few boards also have been included which reflect
Soviet equipment deliveries to Libya and Syrian military
activity at the Al Tabaquah Dam. As you requested, we will
not brief the board which shows BADGERs with Libyan markings
in the USSR. Commander Doerr already has provided you the
numbers of these NPIC exhibits by separate means.
In view of the importance of this presentation, I would
appreciate your review and concurrence in these final
arrangements.
