The conference referred to in the subject cable was held 9--11 July at the Pentagon. According to 25X1 the only individual in CIA who was informe about this and attended was of the IC Staff. As we 25X1 understand it, the J-2 representatives generally accepted the proposal in principle, but signs were that problems will arise in sorting out the precise responsibilities of the different commands. II tells us that George Carver will probably get together with Danny for a briefing and status report on his proposal within the next week or two. 2. In OSR, we continue to believe at the plan is infeasible. We consider aper on "bean 25X1 counting" to be the best available study of the problem and procedures for developing and maintaining basic quan- titative data on theater forces. The study examines both "the distributed data base" and "the fully centralized in one agency" concepts. We find its rejection of both approaches persuasive. 3. One does not have to agree with all of arguments to hold the position that he presents a good point of departure and articulates the best general approach for improving the quality and productivity of the intelli- gence efforts devoted to theater forces. The "delegated production concept" (the "distributed data base proposal" with a new name), is intuitively attractive because it claims to eliminate "unnecessary duplication". In sum the various arguments against the DIA proposal consider (1) differences between the needs of national intelligence and the war fighting missions of the military commands; (2) problems of management, coordination, and quality control; (3) problems of compartmentation and security; (4) need for close inter- action and communication among consumers, analysts, collectors and processors; and (5) technical diffi- culties of data communication, storage, and retrieval-- not to mention costs. 7?
