MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: FY 1976 Ceiling Reduction and New
FY 1976 Position. Requirements
REFERENCE: My memorandum dtd 9 April 75,
same subject
1. The four DD's, the Inspector General (representing the
DCI area). and I met.this. morning to discuss. distribution of the
FY 197`6 ceiling reduction. We agreed to accept the personnel
ceilings proposed in paragraph 4 of the above memorandum.
2. In agreeing to accept the personnel ceilings as proposed,
we recognized that there are a number of present uncertainties
which will undoubtedly require future reconsideration of this
decision. Included among the concerns expressed by the DD's
were the following:
. a. The future staffing requirements in SEA,
and more specifically in Cambodia and Vietnam.
It is possible that OMB and/or Congress may
attempt to impose a further ceiling reduction on
the Agency in recognition of our reduced commit-
ment in SEA. Any such reduction would leave the
Agency with a large number of employees returning
to Headquarters where no ceiling would be available.
Even without a loss of ceiling, however, the
unexpectedly large number of returnees will
generate a problem of skills mix, primarily for
the DDO.

b. The DDA has a related but slightly different
problem. Except for Communications personnel,
Administration careerists occupy positions on the
Operations Directorate T/O. The evacuation from
Indochina will require various DDA offices to absorb
a large number o.f returning support careerists. To
a far lesser degree, this same situation may confront
both the DDI and the DDS&T. One remedy is to
transfer the necessary ceiling from the DDO overseas
T/O against which. they were originally carried. The
DDO and DDA will look into this.
c. The DDA still has the problem of handling
the in-house printing of certain FBIS reports. You
will recall that ceiling positions were given up when
we anticipated that non-classified FBIS reports could
be reproduced and distributed by GPO. This plan
could not be implemented and Printing and Photography
Division must now continue to provide printing services
to FBIS. I ositions are involved here.
d. The DDA also points out that some LJposit.ions
will be required by OJCS in FY 1976 to support Project
SAFE. He does not now see how the Directorate can
absorb this requirement.
e. The DDI points out that the currently proposed
ceiling allocation for FY 1976 provides onlyIof the
positions needed to meet his minimum requirements.
f. The IC Staff has said that it also intends to ask
for additional positions in FY 1976.
g. There may be pressure on us to sharply upgrade
the Inspector General's office.
3. In summary then, while the DD's and the IG (for the DCI
area) have agreed on FY 1976 ceiling figures, there remain a number
of problem areas compounded by the uncertainty of future activities

in SEA. I am satisfied that we have. done as much as we can at this
time to adjust to our FY 1976 ceiling o he DD's and the 25X1
IG agree and are prepared to proceed accordingly with their FY 1976
program plans. They will expect formal notification of the new
levels, and I shall issue revised ceiling figures immediately.
