You can go ahead with recruitment against a minimum of
additional positions for OER which will become available to you
in FY 1976. In the interim I will try to find for you as many addi-
tional positions as I can for OER, SEC and OPR. The Director
has indicated that he stands fully behind this strengthening of OER,
but recognizes that the total solution to your request of Qpositions
for FY 1976 will have to be adjudicated downstream for inclusion
in the FY 1976 Operating Plan.
