SUBJECT: 1976 Personnel Reduction
As a result of the recent Presidential review of our budget
request, the Agency's 1976 personnel level was reduced
his must now be reflected in the budget you present to
Congress T n- On the basis of some consultation with the
Deputies, l conclude that we cannot arrive at an agreed final
distribution of this reduction in time for publication of the
Congressional budget, In addition to the usual problem of
ocating a personnel cut, the Dal has, as you know, requested
more positions for 1976. Also, the burden imposed on the' ADD's
by the forthcoming outside review of Agency activities will
sharply limit the time they might have available to arrive at an
equitable and agreed recommendation. Thus, although It means
postponing consideration of any possible increase for the DDI, l
think it sensible in our Con ressional presentation to show only an
undistributed reduction of II and to arrive at firm decisions for
1976 levels during the course of the July Program Review. This
can be based upon a recommendation to you In the Program
Review, or if time is available, It could reflect a review of overall
personnel requirements by the ADD's during April or May. I
believe that the latter course Is preferable If time is available, but
we shall have to wait and see. It is also possible that some frank
discussion of requirements and problems at the Winter Conference
will help to clear the air.
