MEMORANDUM FOR: Deputy Director for Intelligence
SUBJECT Distribution of Finished Intelligence
to the Bureau of the Budget
1. When Mr. Amory went to the Budget Bureau as Chief
of the International Division in the spring of .1962, he asked
to be put on distribution for the Central Intelligence
Bulletin, the Current Intelligence Weekly Review (codeword),
all National Intelligence Estimates, and all intelligence
memoranda. This was done. These publications are still
distributed to the Bureau.
2. The present distribution of finished intelligence
to the Bureau of the Budget is as follows:

The courier waits while the CIB is read and returns it
to Headquarters.
3. One copy of the CIWR is delivered to the Bureau
for reading by cleared officers. Copies of all NIE's are
sent to Mr. Clark, as are copies of most routinely distri-
buted intelligence memoranda, together with selected memo-
randa given limited distribution. ORR occasionally sends
memoranda to Budget Director Schultze when there is reason
to believe that he would be interested. Four such memoranda
have been sent to Schultze in the last six months.
