This Directorate can identify na categories of materials
which, by their subject matter or classification; routinely by-
pass the Executive Registry. A few cases in which DDT papers
bypass the Executive Registry are almost exclusively concerned
with sensitive policy issues. In these cases, the restrictions
an circulation of such papers are at the direction of the- DCI,
Dr. Kissinger, ar other high officials of the NSC Staff. We
. obviously cannot identify these papers in advance. We equally
have no choice but to respect restrictions placed on these
papers.
