MEMORANDUM FOR: Director of Central Intelligence
SUBJECT Mr. Roger Darling's Articles on
Insurgency
REFERENCE DD/I Memorandum, Same Subject,
dated 7 November 1974
1. Mr. Darling's writings on counterinsurgency are
familiar to and have been reviewed by a number of
experienced officers for possible contributions to our
own body of doctrine in this field. As the DD/I has
noted, Mr. Darling offers little that is new. The value
of utilizing an overall national plan as a framework for
proper integration of military and civilian counter-
insurgency programs has been well documented by this
Agency, the military and various private studies for the
Department of Defense. The emphasis in the attached
articles is on Mr. Darling's conception of the strategic
spheres of counterinsurgency, but he appears to have a
somewhat superficial understanding of Communist insurgent
infrastructure and also makes some unsupported assumptions
about insurgencies and how to counter them.
2. In summary, we agree with the DD/I's evaluation
of Mr. Darling's articles and support his recommendations.
