To amend the Central Intelligence Agency Act of 1949 to
prohibit the Agency from contributing funds to domestic
orgcnizations.
1 Be it enacted by the Senate and House o l Bepresenta-
2 tines of the United States of America in Congress assembled,
3 That section 5 of the Central Intelligence Agency Act of
4- 1949 (50 U.S.C. 403f) is amended by adding at the end
5 thereof the following new subsection :
6 " (f) The Agency shall not grant, lend, contribute, or
7 otherwise pay, directly or indirectly, any of the funds. appro-
8 pria,ted or otherwise available to it, to any foundation or
9 philanthropic organization, labor organization, publishing

1 newspapers), radio or television broadcasting organization,
2 or educational institution (including organizations composed
3 of students or faculty members) incorporated or otherwise
4 organized under the laws of any State, the District of Co-
5 lumbia, the Commonwealth of Puerto Rico, or any territory
6 or possession of the United States, ' or under the laws of the
7 United States."

My dear Mr. Chairman:
This is in response to your request of February 8, 1971 for
a report on H. R. 1600, a bill "To amend the Central Intelligence
Agency Act of 1949 to prohibit the Agency from contributing funds
to domestic organizations."
As stated, the bill would preclude the Agency from subscribing
to or otherwise purchasing publications, such as newspapers, maga-
zines, trade journals, periodicals, etc. , from private domestic
organizations. The timely acquisition and review of this material is
most important to the Agency in carrying out its responsibilities.
We are opposed to the bill in its present form.
The Office of Management and Budget advises there is no
objection to the submission of this report and that enactment of
H. R. 1600 would not be consistent with the Administration's objectives.
