GALLOWAY, CCUNLEL The Honorable Stuart _Svmington Acting Chairman Armed Services Committee Washington, D. C. 20510 Certain rumors have come to me that I think you will agree require checking out by the CIA oversight subcommittee. The first is the allegation that the Office of National Estimates of CIA is being disbanded. You undoubtedly know that the National Intelligence Estimates have been criticized by Henry Kissinger as not being a usoFn,i - ..ar.? . wuujcj agree, with reference toNIE assessments- of A?frin,- - C.._ac ~~___? .But I also think that the NIEs rQnt ? analytical responsibilities. Apparently , is anding much of CIAs the original recommendation called for consolidating analytical activities within the National Security Council instead of at CIA which would retain primarily a covert capability. eraus. I nave heard that the 1971 intelligence community reorganization plan was a backup proposal to the preferred recommendation of d' b r ute signlficant.ly to understanding Soviet and Chinese military capabilities. Without such military estimates, I am afraid that budget presentations, and military assessments will fall into the hands of the Department of Defense and be subject to interpretive biases. .,The second point is even more I am not sure of the precise accuracy of these charges but they are disturbing if only partly true. I hope that you could in- vestigate these matters and perhaps obtain all documentation relevant to the 1971 reorganization plan to ascertain the truth of the situat~_on.
