Certain rumors have come to me that I think you will
agree require checking out by the CIA oversight subcommittee.
The first is the allegation that the Office of National
Estimates of CIA is being disbanded. You undoubtedly know that the
National Intelligence Estimates have been criticized by Henry Kissinger

they are disturbing if only partly true. I hope that you could in-
vestigate these matters and perhaps obtain all documentation relevant
to the 1971 reorganization plan to ascertain the truth of the situat~_on.

Proxmire has written Symington a letter stating
that rumors abound that ONE is being disbanded
and that the 1971 intelligence community re-
organization plan contained a recommendation
to disband much of CIA's analytical respons-
ibilities. Symington has asked Colby to pre-
pare a response.
