Air. BENNETT introduced the following bill; which was referred to the Com-
mittee on Armed Services
To amend the National Security Ae,t. of 1.947 to (define more
specifically the jurisdiction of the CentrAl Intelligence
Agency, and for other purposes.
1 Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,
3 '.chat section 102 (d) of the National Security Act of 1047
4 (50 T.T.S.C. 403 (d)) is amendcd--
5 (1) by inserting "foreign" inlmethately after "For
6 the purpose of coordinating the
7 (2) in paragraph (1) thereof, by inserting "for-
8 S eign" immediately before lntelligei1ce act.Lvities95,
9 (3) in paragraph (2) thereof, by inserting for-
10 eign" immediately before isntelligence activities";

6 (5) in paragraph (3) thereof, by inserting
im- mediately after "Provided," the following: "That except.

10 States citizens in the United States or its possessions, the
11 Agency shall disclose to such citizens that Such intclli
12 gence is being collected by the Agency, Provided
13 further,";
14 (6) in paragraph .(3) thereof by striking out ":
15 And provided further, That the Director" . and all I fiat
16 follows through "unauthorized disclosure";
17. (!)- in paragraph (4) thereof, by insertii-)g "foreign
18 intelligence" immediately before "seer?vices. of common

20 (8) in paragraph (5) thereof, by inserting "for-
21 eign" immediately before "intelligence'", and by striking
22 out the period. at the end thereof and inserting in lieu
23 thereof "; and"; and
24 (9) by adding at the end thereof the following:

3 Within the United States, the responsibility established by
