Representative Paul McCloskey (R. , Calif.) called and asked if I could possibly arrange for his more thorough review of the 1967 SNIE on Vietnam. This I did later in the day and in the process met Mr. Sam Adams who was also in. the office. See Memoran Ti for the Record for details on Sam Adams. 2. Upon finishing the review of the SNIE, Mr. McCloskey commented that the order of battle figures were much different than those provided him by the military when he visited Vietnam and he was glad that the President would have received the correct figures. He was somewhat concerned that we did not quantify the other Communist organization figures relating this back to the possibility of command influence on intelligence judgments. I told him that the words used in the Estimate were carefully honed words of art which had a definite and significant meaning, much as legal language. He repeated his interest as already covered in the memo of 24 April, and made several notes of the figures and said that he knows he was "lied to by the military" in Vietnam and said he had copies of notes of what was told him and gestured to three boxes of notes on the couch in his office. He is obviously very upset about this. 3. He again made clear that he has absolutely thgreatest respect for intelligence, an mexely wants to assure that the President gets the unvarnished truth and in reviewing the SNIE he really had no gieat problem with our "professional" organization. ae made a number of notes from the Estimate and offered to let me review them at the conclusion. I said that would not be necessary but that I would want his assurances that he would not share those notes with anyone, which I felt was dependent upon resolution of the declassification/sanitization request we had received from him on the Estimate.
