MEMORANDUM FOR THE DCI
SUBJECT: Termination of Acting NIO Function
1. This is to advise that I can no longer function
as Acting China NIO and am requesting the Office of Personnel
to terminate my status as a "reemployment annuitant"
effective 10 May 1974.
2. When I aarPP8 to serve as Acting NIO for China

view. From my point of view, I find I must devote more
time and energy to other pursuits and I also find that
the potential for a conflict of interest situation is
such that I am no longer willing to risk the damage to my
professional reputation which results from misinterpretation
and rumors in the corridors concerning my activity and
status.
3. My interest in the national security and the
welfare of the Agency remains and I intend to submit to you
in a separate memorandum some observations and suggestions
relative to the state of knowledge (and lack thereof) on
China and Sino-Soviet matters, matters to which I have paid
a good deal of attention these past few months and in
previous years. If you or the D/DCI/NIO have further
interest in occasional assistance, I would, of course, be
willing to function in the conventional "consultant" capacity.
