SUBJECT: Dr. Kissinger's Debrief of
Moscow Discussions on SALT
1. At your meeting this morning
you announced that Dr. Kissinger was
amenable to debriefing on some of his
discussions in Moscow. You indicated
that you would be pleased to have up
to three personnel join you.
2. After discussions with Ed Proctor,
we agree that it should be Howie Stoertz,
and Rationale
is that Howie is our deep man on SALT,
the SALT Support Staff chief
should the conversation hope-
fully extend beyond SALT itself, would
be the man most broadly int-erested and
most capable of seeing that othersAare
advised. t "
