SUBJECT CINCPAC Request for CIA Evaluation
of Impact on US-Japanese Relations of
an Economic Recession in Japan

1. Work is underway on a memorandum which will be
responsive to Admiral Gayler's request.
2. The Admiral's request was for a "CIA's evaluation"
and we do not propose any formal community coordination.
Because DIA is aware of the request, however, and because we
would like their views on any possible effects on US-Japanese
military relations of the energy squeeze, we will check our draft
with them at the working level.
3. If you approve responding to Gayler' s request, and our
proposal on how to do it, you may wish to mention the subject
briefly when you meet with him next week.
