SUBJECT FBIS Analysis of Perceptions of the
U.S.-Soviet Strategic Balance

1. Your 2 May memorandum to Mr. Stoertz is at hand. We in
the DDI share your disappointment that the analytical tools are
not now adequate to undertake the kind of work in perceptions
analysis that you and others would like to see done. Some of the
analytical and practical problems involved in this kind of research
are well set out in a recent RAND paper* prepared for ARPA. It is
our understanding that ARPA is continuing to sponsor basic research
on this problem; in fact, as we indicated in our covering letter
forwarding the FBIS report to your office, CIA is cooperating with
ARPA on one of these projects being undertaken by the Analytical
Support Center, and we intend to follow closely the on-going work
at RAND. Hopefully, these research efforts will enhance our
capability to respond to requests for work in perceptions analysis
in the future. Should you desire to pursue the research project
at the Analytical Support Center, in our Office of
Political Research is prepared to respond.
2. I ,had thought that it was understood that the short-term
study prepared by FBIS could not fully meet your requirements. It
was an intent to be as responsive as circumstances and resources
permitted. After the FBIS analysis was completed, other sources
mentioned in your outline were reviewed for the brief time period
covered by FBIS and were not found to add significantly to the
media analysis.
