MEMORANDUM FOR: Associate Deputy Director for Intelligence
SUBJECT FBIS Analysis Group
1. The attached paper I hope will be useful in deliberations
concerning the Analysis Group and OPR. If any of it leaves you in doubt
or you wish additional detail, we would be glad to provide something more.
2. As I indicated in my conversation with you earlier this week,
I am left with the following conclusions:
a. For internal and external reasons FBIS does in fact need
the Analysis Group and the functions it now has.
b. There are some people on our Analysis Group staff who
could well be useful in a new outfit like OPR. These
include and perhaps one or two
others. The staffing of OPR should consider these prospects.
c. To help underwrite the costs of establishing a new outfit
like OPR, we would be glad to make available about three
positions. This will remove some of our own flexibility
and will not be easy for us to take, but it is, of course,
a higher interest being served. I should point out that
our greatest need, following this and other recent cutbacks
in AG, will be to have senior, supervisory types on board.
Hence, I hope you will settle for three medium-level slots
and can find points elsewhere if you need higher grades.
d. In this connection, we would offer up the supergrade price
tag that goes with the Chief, AG job for your use in OPR.
This is particularly difficult to give up since I firmly
believe FBIS is woefully short of its share of supergrades.
Giving up this position would cut us back to an authorized
total of four. (As you know, I am convinced that the
