MEMORANDUM FOR: Associate Deputy Director for Intelligence
SUBJECT FBIS Analysis Group
1. Attached hereto are two more brief papers concerning the
analysis function in FBIS. The first one deals with the general theme
of what it is that the Analysis Group does including that very important
function of providing us with an internal quality control of day-to-day
operations.
2. The second paper is a representative sample of those "FYI items"
sent out on our wire service. Such items are authored in the Analysis
Group. I believe the FYI service is a very important one and that we
should be doing more of this kind of thing in the future.
3. I do not know the purpose of your current consideration of FBIS
analysis work; we will be glad to provide you with any details or
specifics you may require. If you are interested in sampling the opinions
of non-FBIS'ers whose views might be useful to you, Hal Ford, Jim Graham,
John Whitman and Ray Cline are a few that come to mind.
4. Incidentally, the Analysis Group is the one element in FBIS
which has grown in recent years. It's up from 25 positions three years
ago to 37 now. Most of this growth can be rationalized but we almost
certainly will be cutting it back as we apply the FY-74 reduction.
