This memorandum updates my 20 November 1973 memorandum to the DDI. The 20 November memorandum, which Mr. Proctor approved, proposed the decontrol and public sale of the Middle East & Africa, Asia & Pacific, and Latin America & Western. Europe Daily Reports, institution of a restricted worldwide Daily Report using the "Privileged Information--Not to be Released--Exempt from Freedom of Information Act" control to carry materials still requiring protection, and discontinuance of the White Book.. We are taking the necessary steps to implement this plan, hopefully in March.... 2. We are now planning on a total of eight unrestricted Daily Report volumes instead of six, each with its identifying colored cover and all available for sale to the public through NTIS, Department of Commerce. Book I. People's Republic of China Book II. Eastern Europe Book III. Soviet Union Book IV. Asia & Pacific Book V. Middle. East & North. Africa Book VI. Latin America Book VII. Western Europe Book. VIII. Sub-Saharan Africa 3. The Latin America & Western Europe Daily Report currently averages 33 pages on Latin America and 2.l on Western. Europe, distributed in a total of 761 copies daily to 222 recipients. This means that we are printing several hundred copies a day of mare than 20 pages of Western Europe material for consumers concerned only with Latin America, as well as several hundred copies of more than 30 pages of Latin America material for gratuitous distribution to Western Europe analysts. The same situation obtains with respect to the Middle East & Africa volume. PSD would prefer eight books in order to save paper.
