C. 20036 This is in response to your question about the Soviet monthly journal U. S. A. We translate and publish all articles in the journal except translations of American books (omitted) and factual data on U. S. industrial technical processes (summarized). Since the beginning of 1972 we have been able to publish our translations for delivery to U. S. Government recipients within an average of -ten days after the end of the month of Soviet publication. Included in this delivery are 72 copies for the National Technical Information Service (NTIS) to take care of 65 NTIS subscribers and a few extras for ad hoc purchases. We have tried to find out why your request for an issue of the journal. was handled so poorly. It appears that the NTIS process involves entering the titles of publications received into a computer; incredibly, this process can take up to six months. Once this entry is made, however, orders can be satisfied within a couple of days unless the publication is not in stock. Any order received before the title is entered in the computer is usually returned to the sender with instructions to resubmit at some later date. Because NTIS is part of the Department of Commerce, we were not aware of either your order or the poor service you received. Nevertheless, we plan to discuss this problem with NTIS to improve service generally. In the meantime, I have assembled copies of the translations of the 35 issues of the journal for May 1972 to March 1975. We have only file copies of translations for the period January 1970 to April. 1972. The box with this memo contains copies of the JPRS translation of the journal U.S.A. covering 3V! editions from J."e 1972 to March 1975. The publication first came on the market in January 1970. For the reports covering the period January 1970 through May 1972, we can obtain 17 from NTIS, if you wish. The remaining 11 reports are out of stock and can only be obtained by xeroxing archival copies. I can do this if you wish. This would be about 1,500 xerox pages. 2. I have attached a report from Chief, JPRS which describes how we handle the translations: We get the journal 20 days after it is published. Within four weeks of receipt our translation is available to our consumers; simultaneously copies are sent to NTIS for sale. 3. It appears that Griswold has some basis for his frustration. NTIS searched its incoming letters by name, by the publication requested, and by a hand search covering individual requests over the past three months. They can find no letter from Dean Griswold. They think they might find it if he sent it under a letterhead, since they file by organization too. 4. When NTIS gets a new publication from JPRS or any other source, it lists the title in its computer. Incredibly, this can take as long as six months. A letter received in the interim requesting a publication would be returned to the requester with instructions for him to resubmit it later. Unless he does so, NTIS takes no action. When a publication sent to NTIS is listed in the computer, NTIS can meet a request within two days, unless the publication is not in stock. Then it may take from two days to four weeks to reprint a copy for the requester. 6. To cool off the Dean, we could send him a subscription to the JPRS U.S.A. directly and gratis, if you approve. This won't meet his general charge of bureaucratic lassitude in one aspect of the NTIS program. But FBIS/JPRS cannot change the NTIS system. Herewith data you requested regarding subject journal. 2. This monthly journal has been published by the Soviets since February 1970. JPRS has translated, published and disseminated all 63 issues to date, including the March 1975 issue (see attached list). The April issue was received for processing today. 3. USSR Division, PG, receives the journal approximately the 20th of each month, selects items to be omitted, texted or summarized and forwards the journal to JPRS for processing. Items omitted are installment translations of American books. Summarized articles are those containing factual data on U.S. industrial technical processes. 4. Turnaround time from receipt of the journal in USSR Division to publication is a maximum of 4 weeks. Monthly issues run an average 50,000 words. 5. Seventy-two copies of the JPRS report are sent to NTIS the day the report is printed. NTIS has 65 regular subscribers to this STAT report. NTIS charges $2.25 per issue.
