Obviously we must live with your over-strength figures for this fiscal year. Next year, however, funds will be especially tight and the Directorate will not have sufficient funds to support the overages that you are anticipating. 2. Under the circumstances, it is essential that you make every reasonable effort to abide by the following guidelines: a. OGCR should not exceed the average employment figure used to compute personal services for FY 1976; b. OGCR should not have on-board at the end of FY 1976 more people than have been approved for it 3. I am sure getting down to strength will not be easy and I would not have you pass up a hot-shot geographer who became available because of your over-strength situation. However, it is essential that you get down to your budgeted average employment as soon as possible. You may have to encourage some retirements this summer and restrict bringing on-board all but the aforementioned hot-shot geographers. PAUL V.
