Dear Mr. Sullivan:
Mr. Colby has asked me to respond to your letter of
10 October concerning briefings for NATO organizations.
We are gratified that our support to the DoD briefing
effort for NATO Defense Ministers has been of value. As
you know, we fully support Secretary Schlesinger's desire
to keep the allies informed of military developments and
capabilities of the Warsaw Pact.
If the Secretary of Defense approves the presentation of
compartmented intelligence to these NATO organizations, we
would be pleased to designate a CIA officer to assist in the
briefings to be given in Europe between 29 October and
2 November. Because of the special sensitivity of the
sources of some of the information and graphics in the CIA
briefing, the audience should be strictly limited--preferably
to the Permanent Representatives and Senior Military
Representatives of NATO member nations and the Secretary
General of the International Staff, plus appropriately cleared
US officials. In order to update our records of foreign
nationals who have been exposed to this sort of briefing,
I would appreciate a list of the names of all people who were
present at the briefings.
