Mr. Proctor said there would be no Friday Executive Council Meetings until after the first of the year. At the first Friday meeting in the personnel rating system will be discussed (the Parmenter- paper on a multi-discipline team approach to analysis will also be discussed in a future Friday meeting). 2. Mr. Proctor reported on a flurry of activity caused by 0MB cuts in the FY-76 Agency budget. Mr. Colby promptly sent a letter to President Ford asking that most of the cuts be restored. The 0MB re- sponse was to restore all but nd to cut= rather ZSX1 than =slots. SAFE will get 5 o the 7 million dollars requested. The DCI wants an assessment of SI INT collection capabilities will pull the report together by 20 December. 4. Mr. Knoche reported on an IAS/OSR session at 25X1 which problems associated with the new reconnaissance system were dis- cussed. Mr. Knoche commented that analysts will have to adjust,among other things, to the need for tasking on a continuing basis. The question of a video link is still up in the air. Mr. Walsh is pulling together a paper based on recommendations by the SSG that will explore both video and facsimile links. 5. Mr. Proctor reported on a briefing by 1 :1 DIA, concern- 25X1 ing an all-source tasking center to be established in the Pentagon. Mr. Proctor said he sees the need for such a center to meet DoD-internal requirements, but does not think it should be a community center. Mr. Walsh said that the MAGID is in the doldrums with some members largely inactive. He asked that office and staff chiefs solicit the views of their MAGID members. 7. Mr. Lehman proposed that the subject of academic relations be discussed at a future Friday meeting. He said he thought plans by the Coordinator for Academic Relations for two seminars per office each year were excessive. Mr. Lehman also suggested an orientation program for computer services personnel who will be designing systems for use by production analysts. He is concerned that the computer specialists do not know what analysts do. He asked 0 to work up a prospectus 25X1 for such a course and invited OER and OSR to participate.
