Su utin were Messrs I and 1. Mr. Proctor announced that henceforth the Friday Execu- tive Council Meetings will convene at 10:30 a.m. to discuss manage- ment problems. NPIC and SALT Support Staff representatives need not attend. 2. Afterl retirement, Mr. Colby wants to appoint a senior FSO to head the Human Sources Committee. Until such an officer is found, General Wilson will chair the Committee. 3. The DCI has decided that the Agency has no alternative but to cooperate with the Justice Department in its investigation of the oil companies. He does not feel it is feasible to seek Justice Department funding for the work involved. He has asked OGC to look into the possibility of inviting a few Justice Department lawyers to look through some of the materials to determine whether the exer- cise is likely to be productive. 4. At the 2 December Management Committee Meeting it was decided that the DDI and DDS&T would consult on the appointment of a CIA representative on the COINS Committee. of OSR has been selected. 5. Mr. Proctor briefed on the ammended Freedom of Information Act. It is likely to impose a heavy work load on the Agency and dead- lines will be unmanageable.
