SUBJECT: Executive Council Meeting on 15 November 1974
Mr. Proctor chaired. Substituting were Messrs.
went reasonably well. About 165 persons attended and their
questions were particularly good.
2. Mr. Proctor complimented OER on its recent paper on sugar
price increases. He asked that copies be sent to OCI, OPR, and CRS.
3. At the 14 November USIB Meetinq General Keegan proposed
a lengthy footnote saying that the Soviets are trying to achieve stra-
tegic superiority. He complained that hardly anyone follows Soviet
literature on the subject. made an effective rebuttal.
4. Mr. Proctor announced that the DDI has exceeded its money
goal in the CFC drive. The Agency as a whole has collected 86% of
its target figure.
5. There will be no USIB next week.
6. Mr. Proctor commented on the SAFE briefing given to 0MB
representatives. I Isays the briefing went very well and that
if it didn't convince umb, nothing would.
7. Mr. Proctor said there is no confirmation of the Federal
Diary stories on promotion freezes. Mr. Proctor suggested expediting
the paperwork on promotions already approved and acting quickly on
any additional promotions regardless of grade that are considered
particularly important. Rumors have it that any freeze would last
about three months.

PDB will at 1:00 p.m. Drafts will be circulated for
review by 11:30 a.m. and if no response is received by filing time,
approval will be assumed.
