SECRET Approved For Release 2005/124 ECRIT 6P011415 00 00170016-3 22 October 1974 MEMORANDUM SUBJECT: Executive Council Meeting on 22 October 1974 Mr. Proctor chaired. Suhs ting were 1. Senator Javits is going to surface Ramsey Clark's Hanoi statement. The Agency reluctantly provided a tape because it was re- quired to do so under the Freedom of Information Act. 2. JPRS received a letter of appreciation from Representative Harrington for its speedy translation of a French text. 3. An article in Scientific America by Mrs. Myrdal advocates international verification of disarmament by technical means. Mr. Colby has asked Mr. Duckett for a paper on organizational aspects of verifi- cation. The DCI will be looking for TK pictures relating to verification that might be declassified. The DDI has been given no task. 4. The DCI wants an article for Studies in Intelligence on con- tributions by the CIA to preventing war and fostering peace. Mr. Proctor asked office and staff chiefs to think about a likely author for such an article and submit names to y COB 23 October. 5. An Aviation Week article alleges that the US has evidence of flagrant SALT violations by the USSR. Mr. octor asked that a copy of the article be acquired rapidly. had seen the article and promised to send up a copy. Mr. Proctor asked is circulating a paper on Agency supergrades. to prepare comments. 7. Mr. Proctor said the OPRED system for limiting overseas slots has been modified and is now called MODE (Monitoring of Overseas Direct Employment). Unlike the old system, the new setup will require the Undersecretaries Committee to consult interested agencies on staffing levels. Mr. Proctor said Mr. Colby wants a list of contractors, consultants, and experts with whom we are currently in regular contact. Office and staff chiefs should submit a list of names and affiliations ivin the purpose and frequency of contact. Lists should be sent to by 25 October. 9.
