SUBJECT: Executive Council Meeting on 8 October 1974
Mr. Walsh chaired. Substituting were Messrs.

1. General Wilson has mentioned that another paper on
economic intelligence is being prepared. Mr. Walsh asked OER
to look into the matter.
2. For those eligible, the retirees cost of living ad-
justment at the end of the year is likely to be about 7 1/2 to
8 percent.
3. Senator Pearson (Kansas) of the Foreign Relations Com-
mittee is going on a round-the-world trip. He will want a brief-
ing.
4. An alert memo on Portugal, the second of its kind,
came out yesterday. It had its desired effect in that Kissinger
is now quite concerned about the situation and is casting about
fora way to ease it. There is a problem of internal coordination
and dissemination of the memos. Mr. Walsh wants a broader dissem-
ination within the DDI.
5. General Walters and Mr. Duckett reported that the NSC
Meeting on SALT was indecisive and focused primarily on how to
arrive at an agreement acceptable to Congress. The President
opened the meeting lecturing the group on the need for security,
a concern apparently prompted by the recent Leslie Gelb article.
Ne asked those present to report by COB Thursday, 10 October, on
measures they intend to take to avoid such leaks.

7. A fourth DDI officer has been loaned to INR.
of OER will head INR's Trade and Resources unit.

8. Mr. Kin briefed on Law of the Sea based on a meeting
he had had with who heads the interagency LOS Task
Force. 0 is is about the country studies that have
been prepared. He wants them to be continued-and a list of coun-
tries is being worked out. He also wants the supply of FBIS
materials to continue and was highly complimentary about the CRS
biographies. The Task Force will want biographic updates for the
March-April sessions in Geneva. Mr. King is trying to arrange
for a briefing by 0 on the Caracas session. He is tenta-
tively thinking of scheduling the speech for November 14 in the
auditorium.
