SUBJECT: Executive Council Meeting on 16 July 1974
Mr. Proctor chaired. Substituting was
16 July 1974
1. Mr. Proctor introduced f OER, who will be taking
over next Monday for s pinch-hitter in the Assistant
for Intelligence and Production slot.
2. Mr. Proctor disseminated to OCI, CRS, CGAS, FBIS, and OBGI
Office and Staff Heads Suggestion Awards granted members of their
organizations. He asked that appropriate ceremonies be arranged
for presentation. Mr. Proctor also noted that most of the award
recipients were from the lower grade levels.
3. Mr. Proctor reported that support for the recent WSAG
meetings on Cyprus has been excellent.

5. Mr. Proctor announced that Admiral de Poix is to retire
on 31 August.
6. Mr. Proctor referred to the problems involving the Italian
NIE. He asked to meet with to discuss the estimate 25X1
before the USIB Meeting on .
