SUBJECT: Executive Council Meeting on 21 June 1974
Mr. Proctor chaired. Substituting were Messrs.
1. The Justice Department has informed the Agency that it soon
will be instituting anti-trust suits against the major oil companies,
and that Justice will be coming to the Agency for any "evidence" we
may have. Mr. Proctor asked OER to examine aterial
to see what the situation is.
2. Mr. Proctor encouraged the Office Directors to make every
effort to link the awarding of medals or certificates to individuals'
accomplishments rather than waiting to present such awards when people
retire.
3. There will be no Executive Council Meeting on Tuesday,
25 June.
4. Mr. Lehman briefed on new procedures for the Watch Committee.
In essence, the Watch mechanism will shift from a weekly to a daily
cycle and will focus on the potential for hostilities with the USSR,
China, or countries backed by them.
5. Mr. King reported that the final major NIS package (on the
USSR) has been printed, thus effectively ending the NIS program.
