SUBJECT: Executive Council Meeting on 2 April 1974
Mr. Proctor chaired. Substituting were Messrs

survey to be carried out on "Watergate matters." Mr. Proctor again
stressed that all would do everything possible to cooperate with

6. Mr. Proctor advised that in the future if there is a DCI
action paper for signature, we should plan to inform the DCI of the
matter in advance (time permitting) to discuss the nature of the
proposed response.
7. has been tasked to look into procedures for
annual state-of-the-office meetings as well as possible procedures
for holding annual Directorate-wide meetings. These meetings are
viewed by the DCI as useful for communications between Office Di-
rectors and their employees.

8. The first part of the MAGID paper on first-line super-
visors was discussed; discussion on the balance of the paper was
deferred until Friday's Executive Council Meeting.
9. Mr. Proctor discussed Mr. Brownman's memorandum on changes
in Executive Dining Room operations, and mentioned that those in-
terested who wanted to read the memorandum can contact
