SUBJECT: Executive Council Meeting of 12 March 1974
Mr. Proctor chaired. Substituting were Messrs.
1. 1 -1 mentioned that, at the DCI's request, OCI
is preparing two annexes to 'detente" paper. These
papers will be written from e oviet view point; i.e., one will
attack Brezhnev's detente policies and one will defend them.
2. Mr. Walsh announced that the IC Staff is preparing another
"perspectives" paper for the community, but that it is still in the
drafting stage.
3. OCI, has been nominated to go to Saigon.
Mr. Walsh announced that the office chiefs will consider the
nominees for the position of DDI rep
Executive Council Meeting.
4. Messrs. Proctor and Walsh discussed the case of the recent
indiscretion of two TDYers abroad that involved security violations,
and the disciplinary actions taken. They asked that this matter and
its consequences be given wide dissemination.
5. Mr. Proctor announced that beginning 25 March, employees
who forget their badges can only obtain a temporary badge at the
receptionist's desk at the front entrance.
