SUBJECT: Executive Council Meeting on 22 February 1974

1. Mr. Proctor relayed the White House's gratitude for the
OER/OSR paper on Military Deliveries to Libya.
2. Mr. Proctor reported on impressions General Walters
gained during his recent trip to Latin America.

5. Mr. Lehman reported on his visit with Nelson Rockefeller,
who expressed praise for the CIA. It was agreed to provide
Rockefeller with the CIB, the Oil Weekly, and the Economic Intelli-
gence Weekly.
6. Mr. Proctor, noting employee bulletin 393 on Temporary
Restrictions at Headquarters Building on Sunday, 24 February, said
it would be preferable for anyone who is coming in to do so after
2 p.m. In addition, Mr. Proctor asked to report to
him on delays in receipt of this bulletin.
7. Mr. Proctor discussed the latest Marchetti developments.
8. Mr. Proctor, noting that DCID 1/2 is tentatively scheduled
for USIB consideration next week, asked Dr. Jenne for a paper on
the subject.

9. Mr. Proctor reported on the 20 February Management
Committee Meeting. Items discussed were the Annual Personnel
Plan, CIA Operations Center arrangements, Agency parking policy,
and Honor and Merit Award ceremonies.
10. Mr. Proctor distributed: 1) his memo of instruction
to Office and Staff Chiefs on sensitive intelligence documents;
and 2) General Graham's report Number 1 on IC Staff activities.
Mr. Proctor asked that General Graham's report be studied to see
if it causes any difficulties.
11. Mr. Eisenbeiss reported on recent problems with Agency
computers.
