MEMORANDUM
SUBJECT: Executive Council Meeting on 12 February 1974
Mr. Walsh chaired.

1. Mr. Walsh reported that a system is being worked out under
which production offices will retain a quantity of low-numbered
copies of their publications for possible additional elite dissem-
ination.
2. Mr. Walsh conveyed Mr. Colby's expression of appreciation
for those who participated in the recent Congressional briefings.
3. Mr. Walsh reported that PFIAB has expressed its strong
approval of the NID. He added that Rockefeller has provided a
list of publications he would like to receive in New York.
4. Mr. Walsh stated that Mr. Colby wants the IG to be the
office of record for anything relating to Watergate; copies of
relevant material should be sent to the IG.
5. In response to questions, Mr. Lehman provided guidance
on the dissemination of the NID and on the problem of conveying
information to those who need it. Mr. Walsh suggested that Mr. Leh-
man, Mr. Proctor, and himself meet to discuss this further.
6. Mr. Walsh reported on General Graham's memo requesting that
IC Staff be provided copies of DCI Congressional briefing materials.
Mr. Walsh is recommending to Mr. Proctor that OLC be responsible for
this.

7. Mr. Walsh reported on a letter to Mr. Colby from GSA on
the conservation of energy. The letter asks that the Agency con-
duct as much of its business as possible over the telephone.
8. Problems involved in the KIQs reporting system were dis-
cussed.

10. Mr. Proctor opened a general discussion of the MAGID paper
on the relationship between production and service units in the DDI.
He agreed with the paper's recommendation that Division and Branch
Chiefs in production and service units should meet to discuss prob-
lems.
