SUBJECT: Executive Council Meeting on 21 October 1975
Mr. Proctor chaired. Substituting were Messrs.

3. The Combined Federal Campaign has begun. Mr. Proctor
said that there should be no pressure applied if individuals do
not wish to contribute, either as a matter of principle or for
financial reasons. Those who do plan to contribute, however,
should be urged to make their pledges or contributions as soon
as possible. With respect to the two Agendy funds, emphasis
should be on a high percentage of participation, with the amount
a secondary consideration.
4. Mr. Walsh commented that the IC Staff has become the
focal point for several areas of investigation that involve DDI
components and has been dealing directly with the DDI elements
involved. There is no problem with this practice so long as it
consists of informal consultation, but any papers provided to
the IC Staff for passage to either Committee should be routed
through Mr. Walsh or
